What started as a casual dining livestream ended abruptly after authorities interrupted this vlogger’s hotel meal to serve a warrant of arrest.
The vlogger was identified as Francis Leo Marcos, whose real name is Norman Mangusin. He was broadcasting on YouTube in a video titled “Enjoying a Life of Luxury at Grand Club” when the arrest took place.
Norman’s video lasted for 26 minutes before local authorities showed up and formally served his warrant, abruptly ending what appeared to be a casual dining session inside a hotel.
According to the National Police Commission (NAPOLCOM), Mangusin was apprehended in Pasay City under a warrant issued by the Parañaque Regional Trial Court Branch 294. The arrest was confirmed by Napolcom Vice Chairperson and Executive Officer Rafael Calinisan in a statement shared on the organization’s official social media pages on Monday, Feb. 24.
Authorities said Mangusin has been under investigation due to his alleged unauthorized use of a police uniform, as seen in an image that circulated online showing him wearing a blue ceremonial police uniform.
According to reports, the Philippine National Police (PNP), with the support of NAPOLCOM, is considering charging Norman with “usurpation of authority and illegal use of uniforms or insignia” for his viral stunt.
The vlogger was also linked to allegations involving the use of multiple identities and identification documents, as well as reports of unauthorized security personnel associated with him.
“Prior to this development, we held a coordination meeting with Criminal Investigation and Detection Group (CIDG) regarding Mangusin’s unauthorized use of a police uniform, as well as serious concerns involving his alleged use of multiple names, passports, and birth certificates, and the presence of unauthorized security personnel,” Calinisan’s statement read.
“We have also sent formal communications to the Department of Foreign Affairs (DFA) and the Philippine Statistics Authority (PSA) requesting document verification and informing them that certain records may have been fraudulently acquired,” he added.
Calinisan emphasized that authorities would pursue accountability if evidence of deception and misuse of authority is established.
“Let me be clear: kapag may panlilinlang, kapag may pag-abuso sa sistema, at kapag may paggamit ng huwad na pagkakakilanlan o simbolo ng awtoridad, kikilos ang batas. Walang sinuman ang maaaring magpanggap o manlinlang nang walang kaparusahan. We will hold him accountable”, declared Calinisan.
Mangusin is facing 12 counts of violation of Article 287 or Unjust Vexation in relation to Republic Act No. 10175, also known as the Cybercrime Prevention Act.
Further investigation is ongoing as authorities coordinate with government agencies to verify records and determine whether additional charges may be filed.
