25-year-old man hailed as youngest barangay captain in history of Lipa, Batangas

“Hindi hadlang ang murang edad upang makapaglingkod sa aking mga ka-barangay at makatulong sa kanila.”

That is the statement of a Gen Z after he won as a barangay captain in Tipacan, Lipa, Batangas during the BSKE elections this year.

25-year-old Lorenz Neil Rumal said that the world of local politics is not new to him. Growing up, he saw the journey of his grandfather and father as the head of their barangay.

“‘Yung lolo ko at ang aking ama ay parehas na alagad ng batas na nagretiro naman sila, pareho silang namuno bilang punong barangay. Nung [sa] father ko, syempre mahilig na rin ako sumama sa kanya. Marami na rin akong nakakasalamuha. Kita ko kung gaano sila kasaya kapag namimigay sila ng tulong sa nangangailangan,” Rumal told The Philippine STAR.

Rumal shared that he initially planned to run as Sangguniang Kabataan Chairman in the May 2018 elections.

“Ito ‘yung first time ko na tumakbo dito sa barangay namin, pero hindi ito ‘yung first time na naisipan kong tumakbo. Dapat magru-run ako bilang SK chairman. Nung time naman na ‘yun. Third term ng aking ama sa pagka-kapitan. Hindi ko muna siya tinuloy dahil ang pangit naman tingnan, magiging political dynasty siya,” he said.

He graduated with a degree in financial management from De La Salle Lipa. Before entering the world of politics, Rumal worked at a farm and a bank during the pandemic.

He noted that his family was a big factor in his decision to run for office but stressed that he was the one who made the call.

“Kusang loob ko itong desisyon. At dahil pinasok ko ito, dapat ready ako sa responsibilidad na kaakibat nito. Pwede akong maghanap ng better future na magtrabaho. Mas gusto ng puso ko ang maglingkod. Nagdesisyon ako na kapitan agad ang aking labanan, takbuhan dahil dun ko mas nakikita ‘yung mas malaking oportunidad para mas makatulong sa aking ka-barangay,” he said.

“Pwede ako i-consider na underdog kasi ‘Yung isa kong kalaban is incumbent na number one konsehal. ‘Yung isa, number two konsehal ngayon at anak siya ng incumbent na barangay captain. ‘Yung pa-tatlong kalaban, kagaya ko neofight din siya. Apat kaming naglaban-laban,” he said.

Rumal claimed victory with 812 votes, just more than 14 votes from his competitor.

While many people supported him, Rumal acknowledges that some are halfhearted with his leadership due to his age.

“Sabi nga ng iba, ako daw ay bata, munoy, at walang alam. Ang sagot ko naman doon, totoo naman na ako’y walang alam. Wala akong alam na manlamang, mangurakot, gumawa ng masama sa kapwa. ‘Yun lang ang sagot ko. [Ika ko] eh ‘di patunayan ko na lang,” he said.

“Hindi naman ako na-i-intimidate kasi sila naman, ‘yung mga konsehal, kahit sila’y may edad syempre isang barangay lang kami, maraming beses na kaming nagkasama. Hindi ako pwedeng ma-intimidate kasi sila ang makakasama ko sa paglilingkod ko sa aming barangay. Sama-sama kami sa pagpapaunlad ng aming barangay,” he added when asked about the age gap between barangay councilors.

Rumal also highlights the importance of his knowledge in social media and technology during the campaign season.

“Bilang isang Gen Z leader, nandun ‘yung ating advantage sa pagiging technology forward natin. Pero hindi natin pwedeng kalimutan ‘yung sinaunang pamamaraan ng paglilingkod dahil hindi naman lahat ng paglilingkuran natin ay Gen Z,” said he.

“Isang karangalan na maaring ako nga ang youngest barangay captain sa history ng Lipa pero syempre bonus na lang ‘yun para sa ‘kin dahil kaya naman ako lumaban ng pagkakapitan upang makapaglingkod sa aking ka-barangay. nang tapat at buong-sigasig. Hindi history hinahabol ko. Ang message ko lang sa aking mga kapwa Gen Z [ay] magpakumbaba tayo sa lahat dahil hindi naman lahat ng bagay ay alam natin. Syempre meron tayong laging pagkakataon upang i-improve ito at ‘pag nandoon na tayo, gawin natin ang hundred percent best natin,” Rumal added.
